Revises the definition of "contribution" to remove transfers of funds between political committees and electioneering communications organizations from the definition.

Prohibits transfers of funds or contributions between electioneering communications organizations, political committees, and political parties, and bars elected officers and candidates from soliciting contributions to or controlling such organizations; violations are felonies of the third degree.

Requires campaign expenditure reports to specify the name of the candidate, issue, or position each expenditure is intended to support or oppose, and imposes civil penalties up to $5,000 for candidates with repeated late filings.

Expands Florida Elections Commission authority to conduct audits of campaign reports, initiate investigations by supermajority vote without requiring a sworn complaint, and extends jurisdiction to include nonwillful violations; removes final order authority from Division of Administrative Hearings.

Requires the Division of Elections to establish an enhanced searchable website containing all state and local campaign filings by July 1, 2016; effective October 1, 2015.
