Adds "food contests" and "cook-offs" to the list of temporary events where schools, colleges, universities, churches, and nonprofit organizations can operate food service without a license.

Creates new exemption for food contests, cook-offs, and temporary events lasting 1-3 days hosted by churches or nonprofit organizations, allowing individuals or entities to operate eating places at these events without a license.

Requires churches and nonprofit organizations claiming exemptions under the definition of "public food service establishment" to provide documentation of their status upon request by the division.

Clarifies that licenses are not required for operations excluded under the definition of "public food service establishment" in section 509.013(5)(b).

Takes effect July 1, 2015.
