Reorganizes the Department of Financial Services by renaming the Division of Insurance Fraud to the Division of Criminal Investigations, which functions as a criminal justice agency under Florida law.

Authorizes the Chief Financial Officer to establish additional divisions, bureaus, or offices as needed for efficient department operations, and removes specific statutory listings of certain divisions.

Establishes the Division of Consumer Services within the department with powers to receive complaints, provide consumer assistance, impose administrative penalties up to $2,500 on entities and up to $1,000 on individuals for failure to respond to information requests, and adopt related rules.

Exempts certain positions in the Division of Accounting and Auditing from career service requirements when directly responsible for investigations, audits, or management studies leading to corrective actions or prosecutions.

Makes conforming changes throughout Florida Statutes to replace all references to the "Division of Insurance Fraud" with "Division of Criminal Investigations" and updates service of process fees to be deposited into the Administrative Trust Fund rather than the Insurance Regulatory Trust Fund.
