Prohibits the Department of Education and district school boards from entering into agreements with federal agencies or private entities that limit state or district control over academic content standards and corresponding assessments.

Requires the Department of Education and district school boards to amend or terminate any existing agreements, memoranda, or contracts that would violate the new restrictions.

Suspends the statewide assessment program, school grading system, and personnel evaluation system effective July 1, 2015, until new academic content standards are adopted and corresponding assessments are developed.
