Prohibits water management districts from reducing permitted water allocation amounts if actual water use is less than permitted use due to documented implementation of water conservation measures.

Requires water management districts to adopt rules providing water conservation incentives, including permit extensions, for conservation measures that achieve significant water savings beyond what is required in consumptive use permits.

Clarifies that a letter from a water well contractor or a water well inspector employed by a governmental agency may serve as satisfactory proof of experience for water well contractor licensure examination applicants.

Requires water management districts to promote expanded cost-sharing criteria for additional conservation practices, including soil and moisture sensors, irrigation improvements, water-saving equipment, and water-saving household fixtures.
