Designates the Honor and Remember flag as Florida's state emblem honoring United States Armed Forces members who died in the line of duty.

Authorizes the flag to be displayed at state-owned buildings displaying the U.S. flag, state-owned military memorials, and other appropriate state locations.

Permits flag display on seven designated days: Armed Forces Day, Memorial Day, Flag Day, Independence Day, National POW-MIA Recognition Day, Veterans Day, and Gold Star Mother's Day.

Allows local governments to voluntarily display the flag at municipal buildings displaying the U.S. flag in a manner visible to the public.

Requires state departments and agencies to establish display regulations by July 1, 2016, with a prohibition on requiring employees to report to work solely for flag display purposes.
