Requires the Office of Program Policy Analysis and Government Accountability to conduct a comprehensive study on legislative actions and appropriations needed to address seven policy areas.

Study must analyze actions necessary to reduce income disparity to 1970 levels, strengthen prevention and prosecution of identity theft and consumer fraud, and meet national average funding levels for public education, unemployment compensation, and early childhood education.

Study must determine incremental yearly increases needed to raise the state minimum wage to a livable wage over 5 years for three household scenarios: a single person, one wage earner with one child, and one wage earner with two children.

Study must consider potential actions including reinstating the intangibles tax, revising the corporate income tax, and making the sales tax less regressive.

Office must submit report of findings to the President of the Senate and Speaker of the House of Representatives by November 1, 2015.
