Declares the right to vote as a fundamental right that must be free and fair, prohibiting the state from denying or restricting voting rights without a compelling state interest and requiring use of the least restrictive means.

Guarantees equal protection of the right to vote to all U.S. citizens at least 18 years old who are Florida residents.

Allows individuals whose voting rights have been denied or abridged by the state, its subdivisions, or any public or private entity to assert a violation as a claim or defense in judicial proceedings to obtain relief.

Takes effect upon becoming law.
