Waives initial license fees for honorably discharged veterans, their spouses, or businesses with majority veteran ownership for multiple professions including land surveyors, health studios, pawnbrokers, movers, travel sellers, and motor vehicle repair shops; requires applicants to apply within 60 months of discharge and provide DD Form 214 or NGB Form 22.

Requires fingerprint processing and retention fees for private investigative, private security, and repossession service license applicants; directs Department of Law Enforcement to retain fingerprints in statewide biometric system and national arrest notification program, and report arrests to employers.

Authorizes Department of Agriculture to issue Florida veteran identification cards beginning January 1, 2016, with a $15 application fee; appropriates $114,018 in recurring and $140,282 in nonrecurring funds for fiscal year 2015-2016 and authorizes one full-time equivalent position.

Revises concealed weapon or firearm license fees from $70 to $60 for initial licenses and $60 to $50 for renewals; requires renewal affidavits under oath and under penalty of perjury; authorizes tax collectors to print and deliver licenses upon department approval; permits notice of suspension or revocation by first-class mail or email.

Prohibits mail drops as street addresses for commercial telephone sellers; exempts water-related amusement rides at lodging establishments, private membership facilities, and nonprofit permanent facilities from safety standards; allows alternate forms for employee training and ride inspection records.
