Expands the definition of disabilities covered under parental notice and due process rights to explicitly include learning disabilities such as dyslexia, dyscalculia, and developmental aphasia.

Requires public schools to provide students with disabilities the opportunity to develop an individual education plan (IEP) team and, if appropriate, an IEP in accordance with State Board of Education rules.

Exempts students who had an active individual education plan at the time of receiving a standard high school diploma from excess hour surcharges for college credit hours exceeding baccalaureate degree program requirements at state universities.

Clarifies that school district personnel cannot object to or discourage parents of students with disabilities from having another adult of their choice attend IEP development meetings.

Takes effect July 1, 2015.
