CS for SB 1480 - Extracurricular Activities

• Establishes guiding principles for extracurricular activities and revises the FHSAA's governance structure from a board of directors and representative assembly to a single 16-member governing board with proportionate representation from traditional public schools, public schools of choice, private schools, home education cooperatives, and parents of student athletes.

• Caps FHSAA fees and admission prices at actual costs to perform the function, and requires offering multi-day admission passes at discounted rates; permits schools to maintain simultaneous membership in FHSAA and other athletic associations.

• Revises student eligibility requirements to maintain 2.0 GPA in previous semester (not cumulative), adds ineligibility grounds including flagrant unsportsmanlike conduct and substance abuse violations, and prohibits declaring students ineligible based solely on recruiting violations or participation in nonschool athletic activities.

• Creates a neutral third-party dispute resolution process for student eligibility challenges, including informal conferences and mediation/arbitration, with final determinations required within 30 days.

• Requires FHSAA to adopt sports ethics guidelines and training courses; mandates annual nonprofit governance training for board members; expands insurance coverage to include home education and unaffiliated private school students participating in extracurricular activities.
