Local governments must create residential master building permit programs within 6 months of a written request from a licensed general, building, or residential contractor to streamline permitting for builders constructing identical single-family, two-family dwellings, or townhomes repetitively.

Master building permit applications must include general construction plans, structural calculations, truss specifications, and energy performance calculations for all building orientations, all signed and sealed by design professionals.

Local building departments must approve or deny master building permit applications within 120 days of receiving a completed application, and approved permits remain valid until the Florida Building Code is updated.

Once approved, builders need only submit site-specific information including a survey, engineer affidavit confirming conformance to soil conditions, and mechanical drawings for HVAC systems for each individual dwelling or townhome built under the master permit.

Builders and design professionals who willfully construct dwellings that do not conform to the approved master building permit are subject to a fine of $10,000 per non-conforming unit.
