Adds disabled persons to the definition of "minority person" under Florida's Small and Minority Business Assistance Act (s. 288.703, F.S.)

Defines "disabled" as a severe physical or mental disability that substantially limits one or more major life activities, including conditions such as amputation, autism, blindness, cancer, cerebral palsy, deafness, heart disease, mental illness, multiple sclerosis, muscular dystrophy, spinal cord injuries, and specific learning disabilities

Allows other disabilities or combinations of disabilities to qualify as severe if they cause a comparable degree of substantial limitation similar to the listed conditions

Applies only to lawful, permanent residents of Florida

Effective July 1, 2015
