Requires supervisors of elections to submit an election preparation report to the Department of State at least 3 months before a general election, with the department posting it on its website; report must include anticipated staffing levels and automatic tabulating equipment at voting sites.

Requires supervisors to notify the Department of State at least 60 days before changing precinct boundaries or polling place locations, with both entities posting information about intended changes on their websites.

Allows qualified electors with no party affiliation to vote in primary elections for any political party, but prohibits voting more than one primary ballot.

Prohibits private property owners from restricting access to their property or designating no-solicitation zones when the property is used as a polling place or early voting site, except for the standard 100-foot no-solicitation zone around entrances.

Takes effect July 1, 2015.
