Expands state preemption over firearms, weapons, and ammunition regulation to exclude all county, city, town, and municipal ordinances, with existing local regulations declared null and void.

Increases civil penalties for knowing and willful violations from $5,000 to $15,000 or actual damages (whichever is greater), assessed jointly and severally against public entities and responsible officials.

Establishes that knowing and willful violations by officials constitute malfeasance and misfeasance under the State Constitution, making violators subject to employment termination or contract cancellation.

Permits individuals and organizations harmed by violations to sue for declaratory relief, injunctive relief, statutory or actual damages, attorney fees, and costs, with interest accruing from the date suit is filed.

Maintains exceptions for zoning ordinances that treat firearms businesses like other businesses, law enforcement regulations, employee firearm restrictions, court proceedings, and Florida Fish and Wildlife Commission wildlife hunting regulations.
