Enacts the "Buck McCulley Private Property Rights Protection Act" to establish protections for property owners in natural gas company condemnation proceedings.

Requires that when interstate natural gas companies or entities regulated under the federal Natural Gas Act file condemnation proceedings in federal court, Florida state law protections be applied to the greatest extent possible.

Specifies that state law protections include jury trial rights, full compensation determinations, business damages in partial takings, and payment of property owners' attorney fees and costs as guaranteed by the Florida Constitution.

Establishes legislative intent that natural gas companies seeking to exercise eminent domain rights under Florida law must file condemnation proceedings in state court rather than federal court.

Takes effect July 1, 2015.
