Authorizes local housing assistance plans to provide rental assistance covering first and last month's rent for eligible low-income persons, with neither amount exceeding the monthly rental agreement amount.

Prohibits housing authorities from applying to the Federal Government to seize projects, units, or vouchers of another established housing authority.

Allows housing authorities to develop commercial projects providing essential goods and services (groceries, child care, job training, etc.) near residential developments, with all revenue from such projects dedicated to affordable housing.

Creates consolidated housing authorities enabling two or more neighboring housing authorities to merge with at least seven commissioners representing their combined areas of operation.

Exempts real property of housing authorities used to provide essential commercial goods and services from ad valorem taxes and special assessments, while prohibiting commissioners and employees from acquiring interests in commercial projects without disclosure.
