Redefines "journeyman" as "journeyworker" throughout statutes and expands the definition to include mentors, technicians, and specialists with documented skills and industry certifications.

Requires the Department of Education to collaborate with the Department of Economic Opportunity to identify, develop, and register apprenticeship and preapprenticeship programs aligned with statewide demand and regional workforce needs.

Mandates annual accountability reports due by December 31 beginning in fiscal year 2015-2016 to the Governor, Legislature, and Higher Education Coordinating Council detailing program usage, student demographics, performance outcomes, and new program development.

Requires the Department of Education to post apprenticeship and preapprenticeship program information on its website including admission requirements, standards, training requirements, and student performance summaries.

Directs the Department of Education, in collaboration with the Department of Economic Opportunity and CareerSource Florida, Inc., to submit an operational report by December 31, 2015, with recommendations for program efficiency, employer engagement strategies, and feasibility of linking workforce information systems.
