Requires school districts to notify students and parents in writing of options for transferring high school credits and earning comparative, concordant, or passing scores on alternative assessments.

Allows transfer students who are limited English proficient to satisfy the grade 10 English Language Arts (ELA) assessment requirement by earning a concordant or passing score on an alternative assessment offered in languages other than English.

Permits limited English proficient students who meet the minimum grade point average and other assessment requirements but have not passed the grade 10 ELA assessment by grade 12 to receive a standard high school diploma if they earn a concordant or passing score on an alternative assessment.

Requires the Commissioner of Education to identify alternative assessments in languages other than English and their respective passing scores that demonstrate college readiness for limited English proficient students, with the State Board of Education adopting these by rule.

Requires district school boards to notify transfer students who are limited English proficient and their parents of diploma requirements, available options under state law, and concordant and passing scores on alternative assessments.
