Creates the Commission on Federalism with seven members including the President of the Senate and Speaker of the House of Representatives serving as co-chairs, with additional members appointed by legislative leadership and minority leaders.

Commission shall hold first meeting in January 2016 and meet six times annually unless additional meetings are approved by the Senate President and House Speaker.

Authorizes commission to evaluate federal laws, agency policies, mandates, or executive orders when agreed upon by a majority, and assess whether they exceed enumerated constitutional powers or violate federalism principles.

Empowers commission co-chairs to request information from Florida's Congressional Delegation, notify federal entities of evaluations, request meetings with federal officials, and coordinate with other state legislatures regarding federal overreach.

Requires commission to submit biannual reports to the Governor and Legislature by May 20 and October 20 each year, and maintain information on legislative website regarding evaluated federal actions and responses received.
