Establishes the liberty of a parent to direct the upbringing, education, and care of his or her child as a fundamental right under Florida law.

Prohibits the state or political subdivisions from infringing on parental rights unless they demonstrate that public safety, health, and welfare of a child is in jeopardy or that the state's interest is of the highest order and cannot be otherwise served.

Applies the parental rights protection retroactively and prospectively to any state, general, or local law and ordinance.

Allows general laws adopted after July 1, 2015, to supersede the parental rights protection only if the new law explicitly references this provision.

Takes effect July 1, 2015.
