Requires law enforcement agencies to conduct annual reviews of asset seizures, settlements, and forfeitures to ensure compliance with forfeiture laws and promptly address any deficiencies.

Prohibits officer compensation, salary, promotion, or benefits from depending on attaining quotas of seizures.

Mandates written policies, procedures, and training for agencies regarding seizure, maintenance, and forfeiture of property, including supervisory review of probable cause and legal counsel notification.

Requires agencies to establish written policies for prompt release of seized property and review of claims of interest in seized property.

Creates annual reporting requirements for seized and forfeited property, including type, value, case number, offense type, and disposition, to be kept on file for public access.

Removes authorization for agencies to retain forfeited property for their own use and requires quarterly reports to the Department of Law Enforcement.
