Authorizes the Department of Agriculture and Consumer Services to receive additional rebate applications between June 1-30 of each fiscal year from applicants who have already reached the $250,000 annual maximum.

Allows applicants who maxed out rebates to apply for additional funds for vehicles not yet receiving rebates, with a maximum of $25,000 per vehicle up to $250,000 total.

Permits the department to use any remaining unencumbered funds after June 30 to award additional rebates, with governmental applicants given preference.

Establishes that rebates are allocated on a first-come, first-served basis based on application receipt date until appropriated funds are expended or the program ends.

Takes effect July 1, 2015.
