Reduces the percentage of instructional personnel and school administrator performance evaluations based on student performance from at least 50 percent to 30 percent, effective July 1, 2015.

Eliminates the requirement for school districts to use specific formulas adopted by the Commissioner of Education to measure student learning growth; instead allows districts to determine their own methodology including multiple data points with state assessment data when available and appropriate.

Removes the three-year student data requirement for evaluations and eliminates provisions allowing the percentage to be reduced to 40 percent (for teachers and administrators) or 20-30 percent (for non-classroom instructional personnel) when less than three years of data are available.

Requires use of at least two data sources for student performance evaluation and allows achievement measures to be used in addition to growth measures for courses with statewide assessments.

Makes conforming changes to teacher preparation program approval criteria and Hillsborough County School District exemption provisions by replacing references to "formula" with "methodology" in student learning growth measurements.
