Requires distributors licensed to sell and distribute wine or distilled spirits to sell to all persons licensed or registered to sell such beverages, rather than limiting sales to wholesale only.

Mandates that wine and spirit distributors sell in like quantities and prices and provide like delivery services to all licensed or registered sellers, subject to certain exceptions in section 561.42.

Removes the restriction that vendor purchases from other vendors must be strictly limited to pool buying group members, allowing vendors to purchase from any vendor if the initial purchase involved a pool buying agent.

Permits vendors to sell alcoholic beverages on which excise taxes have been paid to any person without requiring a distributor license from the division.

Takes effect July 1, 2015.
