Creates exemption from public records requirements for criminal history records approved for nonjudicial expunction by the Department of Law Enforcement under s. 943.0584.

Creates exemption from public records requirements for criminal history records ordered expunged under s. 943.0585 that relate to withhold of adjudication, with limited disclosure allowed to specified criminal justice agencies and licensing entities.

Creates exemption from public records requirements for criminal history records approved for nonjudicial sealing under s. 943.059 related to withhold of adjudication or nonviolent misdemeanor conviction, with limited disclosure to criminal justice agencies and certain licensing/employment entities.

Makes violation of confidentiality restrictions regarding disclosure of expunged or sealed records a first degree misdemeanor punishable under s. 775.082 or s. 775.083.

Establishes that all three exemptions are subject to sunset review under s. 119.15 and shall automatically repeal on October 2, 2020, unless reenacted by the Legislature.
