Creates section 408.0641 of Florida Statutes to establish a public records exemption for identifying information in compassionate and palliative care plans filed with the Clearinghouse for Compassionate and Palliative Care Plans.

Authorizes disclosure of confidential information to physicians, patients, legal guardians, designated health care surrogates, and health care facilities upon request and verification of legitimacy.

Exempts patient identifying information, terminal illness details, and family member information from public disclosure to protect privacy and prevent harassment, solicitation, or stalking.

Subjects the exemption to the Open Government Sunset Review Act with automatic repeal on October 2, 2020, unless the Legislature reenacts it.

Takes effect on the same date as SB 1052 or similar legislation, if adopted in the same legislative session and becomes law.
