Establishes the Florida Business Information Portal within the Department of Business and Professional Regulation to provide information needed to start and operate a business in Florida.

Requires implementation of the portal by June 30, 2017, in collaboration with 12 state agencies including the Departments of Revenue, State, Environmental Protection, and others.

Portal must include a downloadable startup guide, business type checklists, information on business tax registration, and Department of State registration details.

Authorizes the Department of Business and Professional Regulation to contract for services to develop the portal.

Repeals the One-Stop Business Registration Portal statute and associated trust fund, with the Chief Financial Officer to close out the fund using generally accepted accounting principles.
