Changes the equity allocation model for funding community-based care lead agencies by replacing "proportion of children in poverty" with "proportion of the child population" (children up to 18 years of age in the geographic service area).

Removes "proportion of contribution in the reduction of out-of-home care" as a funding factor and reweights the remaining three factors: child population (5%), child abuse hotline workload (15%), and children in care (80%).

Modifies the definition of "proportion of children in care" to include only children with case management overlay during the most recent 12-month period, weighted 60% for out-of-home care and 40% for in-home care.

Changes the funding baseline for recurring core services from 90% prior year base plus 10% equity model allocation to 100% prior year base, effective fiscal year 2015-2016.

Allocates new core services funds with 20% distributed equally among all community-based care lead agencies and 80% distributed among agencies funded below their equitable share, weighted by their relative proportion of underfunding.
