Expands the Congressman C. W. "Bill" Young Veteran Tuition Waiver Program to include two categories of eligible individuals: honorably discharged veterans of the U.S. Armed Forces, Reserve Forces, or National Guard who physically reside in Florida, and persons entitled to and using U.S. Department of Veterans Affairs educational assistance beginning after July 1, 2015.

Removes the previous 110 percent credit hour limitation on out-of-state fee waivers, allowing qualifying veterans and VA benefit users to pursue their full degree or certificate programs without additional restrictions.

Applies the waiver to state universities, Florida College System institutions, career centers operated by school districts, and charter technical career centers, ensuring tuition and fees charged do not exceed resident student rates.

Requires institutions to report annually to the Board of Governors and State Board of Education on the number and value of all fee waivers granted under the program.

Directs the Board of Governors and State Board of Education to adopt regulations and rules to administer the program.
