Establishes the Florida Center for Students with Unique Abilities within the University of Central Florida to coordinate statewide implementation of postsecondary comprehensive transition programs (FPCTPs) for students with intellectual disabilities.

Creates the Florida Postsecondary Comprehensive Transition Program Scholarship beginning in the 2015-2016 academic year for eligible students with intellectual disabilities enrolled in approved FPCTPs at state universities, Florida College System institutions, career centers, charter technical career centers, and qualifying independent colleges.

Requires eligible institutions to submit applications for FPCTP approval addressing federal requirements, credential offerings, experiential education practices, social and academic integration with nondisabled students, and business partnerships for employment opportunities.

Mandates annual reporting by institutions and the center on program performance indicators including student enrollment, retention, completion rates, and employment outcomes at 1 and 5 years after program completion.

Directs the Board of Governors and State Board of Education to adopt regulations in consultation with the center, and requires the center to submit statutory and budget recommendations by December 1 each year.
