Removes the public records exemption for information revealing the identity of family members and others living in the home of a child whose death resulted from verified abuse or neglect, making such information confidential and exempt instead.

Creates a new exemption for information identifying a deceased child whose death was reported to the child abuse hotline but determined not to result from abuse or neglect, and the identity of surviving siblings, family members, or others in that child's home.

Allows the State Child Abuse Death Review Committee and local committees to share exempt information with each other, governmental agencies, and authorized researchers or entities under privacy and security agreements.

Exempts closed portions of committee meetings where exempt information is discussed from public meeting requirements, and exempts the recordings of those closed portions from public records requirements.

Extends the sunset review date for these exemptions from October 2, 2015 to October 2, 2020, and establishes criminal penalties (first-degree misdemeanor) for unauthorized disclosure of exempt information.
