Exempts e-mail addresses collected by the Department of Highway Safety and Motor Vehicles from public records disclosure under Florida's public records law and state constitution when collected under s. 319.40(3), s. 320.95(2), or s. 322.08(8).

Exemption applies retroactively to all previously collected e-mail addresses.

Establishes that the exemption is subject to the Open Government Sunset Review Act and will be automatically repealed on October 2, 2020, unless the Legislature reenacts it.

Cites public necessity based on risks of identity theft, consumer scams, and unwanted solicitations when e-mail addresses are combined with other personal identifying information available in motor vehicle and driver license records.

Takes effect July 1, 2015.
