Removes obsolete July 1, 2010 effective date language from waiver services priority assignment statute.

Requires the Agency for Persons with Disabilities to provide Category 2 priority children with waiver services not otherwise available through child welfare system services or the state Medicaid plan.

Mandates residential habilitation services (supervision and training for activities of daily living) be provided to young adults aged 18-21 in the child welfare system.

Limits Category 2 priority status to children with open cases in the Department of Children and Families system who are either transitioning out through adoption, reunification, relative placement, or guardianship, or are aged 18-21.

Takes effect July 1, 2015.
