Redirects motor vehicle registration fee revenues: increases State Transportation Trust Fund allocation from 44.5% to 85.7%, decreases Highway Safety Operating Trust Fund from 41.2% to 14.3%, and eliminates General Revenue Fund allocation.

Allocates $25 million annually from the State Transportation Trust Fund to establish the Florida Shared-Use Nonmotorized Trail Network for bicycle and pedestrian transportation.

Creates the Florida Shared-Use Nonmotorized Trail Network as a statewide system of multiuse trails physically separated from motor vehicle traffic, connecting communities, parks, beaches, and other destinations.

Requires the Department of Transportation to allocate a minimum of $50 million annually beginning in fiscal year 2015-2016 for planning, development, operation, and maintenance of the network.

Authorizes the Department of Transportation to enter into memoranda of agreement with local governments and contract with nonprofits or private entities for network maintenance and operation.
