Requires agency head and principal legal advisor to certify that the agency regularly reviews all rules to ensure consistency with rulemaking authority and implemented laws.

Agencies may request extensions of proposed rule deadlines by publishing notices in the Florida Administrative Register, with extensions expiring October 1 unless further extended through the next regulatory plan.

Repeals section 120.7455 regarding legislative survey of regulatory impacts and rescinds any suspension of rulemaking authority under section 120.745, effective upon enactment.
