Expands public workshop scope to include information gathering for preparing statements of estimated regulatory costs, and requires agency personnel responsible for preparing rules and cost statements to attend and respond to questions at public hearings.

Creates a presumption of adverse impact on small business if owners must spend 10+ hours or purchase professional advice to comply, if taxes/fees increase $500+, if prices are restricted, if specially trained employees are required, if operating costs increase $1,000+ annually, or if capital expenditures exceed $1,000.

Requires agencies to make materials incorporated by reference accessible online at time of notice of proposed rule, publishes notices of separate proceedings in the Florida Administrative Register, and tolls all rulemaking deadlines during such proceedings.

Modifies provisions for lower cost regulatory alternatives by allowing proposals after a notice of change if the change increases regulatory costs or adverse impacts, and requires revised cost statements to be published on agency websites and made available to the public.
