Creates online voter registration system operational beginning October 1, 2017, allowing applicants to submit first-time and updated voter registration applications through a secure website with verification against Department of Highway Safety and Motor Vehicles records.

Expands acceptable forms of identification for voter registration and voting to include U.S. passport cards, Veterans Affairs health identification cards, and licenses to carry concealed weapons or firearms.

Changes signature verification deadline for absentee ballots from start of canvassing to 5 p.m. on the day before an election, and allows electors to update signatures until that deadline if ballots have not yet been canvassed.

Modifies precinct boundary requirements effective January 1, 2021 to restrict boundaries to census block boundaries, with limited exceptions for political subdivisions that meet Census Bureau criteria.

Authorizes cities to conduct candidate elections by mail with approval of the governing body and supervisor of elections, and permits sample ballots to be mailed in lieu of newspaper publication.
