CS for CS for SB 7066 - Low-THC Cannabis

• Expands qualifying conditions for low-THC cannabis to include cancer, HIV/AIDS, epilepsy, ALS, autism, multiple sclerosis, Crohn's disease, Parkinson's disease, paraplegia, quadriplegia, and terminal illness; physicians ordering improperly are subject to disciplinary action.

• Establishes a lottery system for dispensing organization licenses: 2 licenses per region (5 regions = 10 total), plus 10 additional statewide licenses, for a maximum of 20 dispensing organizations; applicants must possess a nursery certificate for 400,000+ plants operated for 30+ continuous years.

• Requires Department of Health to create a secure electronic compassionate use registry, conduct inspections of dispensing facilities, and impose application fees ($50,000), initial licensure fees ($125,000), and biennial renewal fees ($125,000); establishes $1 million performance bond requirement.

• Mandates all low-THC cannabis products be tested by independent laboratories and labeled with testing information, batch/harvest numbers, and facility details before dispensing; prohibits candy-like cannabis products appealing to children.

• Authorizes University of Florida College of Pharmacy to establish a safety and efficacy research program with access to compassionate use registry data and prescription drug monitoring information to monitor patient health outcomes.
