Eliminates application fee requirements and detailed application submissions for specialty license plates, replacing them with streamlined presale voucher procedures.

Increases minimum presale voucher sales requirement from 1,000 to 4,000 plates within 24 months before manufacturing can commence, with exceptions for plates with statutory eligibility limitations.

Raises the minimum active registration threshold from 1,000 to 4,000 plates for 12 consecutive months beginning July 1, 2020, before discontinuing plate issuance, exempting collegiate and restricted-eligibility plates.

Deletes three existing specialty plates (Corrections Foundation, Children First, and Veterans of Foreign Wars) and removes their annual use fees from the fee collection requirements.

Authorizes 22 new specialty license plates effective October 1, 2015, with $25 annual use fees distributed to supporting organizations for activities ranging from environmental conservation to scholarships to human trafficking prevention.
