Adds definition of "affiliate" to mean a manufacturer or person that directly or indirectly controls, is controlled by, or is under common control with a distributor.

Expands definition of "tobacco products" to explicitly include wraps and products made wholly or in part from tobacco leaves for use in chewing, smoking, or sniffing, while continuing to exclude cigarettes and cigars.

Revises "wholesale sales price" definition to include the full price paid by distributors for tobacco products plus all seller charges (materials, labor, transportation, federal excise tax), excluding volume and other discounts including discounts from affiliates.

Updates cross-reference in section 951.22 regarding contraband articles in county detention facilities to reflect the new subsection numbering for tobacco products definition.

Takes effect July 1, 2015.
