Creates direct primary care agreements as contracts between primary care providers and patients that are exempt from Florida Insurance Code requirements and do not require providers to obtain insurance certificates of authority.

Establishes criteria for valid direct primary care agreements, including written form, termination provisions, detailed fee disclosure, duration terms, refund policies if provider ceases services, and statement that the agreement is not health insurance.

Requires the Division of Tourism Marketing to develop a medical tourism marketing plan promoting Florida's health care providers' qualifications and specialized expertise to national and international audiences.

Establishes selection criteria for health care providers participating in medical tourism initiatives, including full active Florida licenses, current accreditation from nationally recognized bodies, and relevant awards or national recognition.

Extends sovereign immunity protections to employees and agents of health care providers executing contracts with governmental contractors, and clarifies notice requirements must be acknowledged at initial patient visit.
