Authorizes Governor to amend Gaming Compact with Seminole Tribe to allow banking/banked card games through July 31, 2016, and to exempt slot machine gaming from Tribe's exclusive rights; slot machine tax payments allocated 10% to thoroughbred purses and 90% reducing Tribe's revenue sharing.

Reduces dogracing tax on handle from 5.5% to 1.28%, eliminates $360,000-$500,000 annual tax exemptions for greyhound permitholders, and removes various tax credits and dogracing charity performance provisions.

Expands slot machine gaming eligibility to pari-mutuel facilities statewide that conducted full schedule of live racing for 2 consecutive years and meet referendum approval, contingent on Gaming Compact amendment exempting slot machines from Tribe's exclusive rights.

Creates mandatory injury reporting requirements for racing greyhounds within 7 days, with forms maintained as public records; requires sterilization of greyhounds by licensed veterinarian before adoption.

Allows greyhound permitholders without live racing to operate cardrooms and accept intertrack wagering without live racing requirements; allows slot machine gaming areas for greyhound permitholders at locations where live races were previously conducted.
