Expands prescribing authority for advanced registered nurse practitioners (ARNPs) and physician assistants to prescribe, dispense, administer, or order drugs (rather than just monitor and alter therapies)

Allows ARNPs and physician assistants to prescribe controlled substances for chronic nonmalignant pain if they register as controlled substance prescribing practitioners and comply with specific standards of practice including patient evaluations, treatment plans, and monitoring requirements

Limits controlled substance prescribing authority in pain-management clinics to physicians licensed under chapters 458 or 459, excluding ARNPs and physician assistants from prescribing controlled substances at these clinics

Exempts controlled substances prescribed by ARNPs and physician assistants from disqualifications for deputy and state pilot certification, and includes these practitioners in Florida's drug abuse prevention laws as "practitioners"

Takes effect July 1, 2015
