• Establishes eligibility requirements including residency, newly eligible status under the Affordable Care Act, and participant responsibilities such as employment (20-30 hours weekly) with exemptions for disabled individuals and caregivers.

• Sets monthly premium payments ranging from $3-$25 based on modified adjusted gross income levels, with cumulative annual cost-sharing capped at 5 percent of annual income, and provides premium credits for health plans meeting Affordable Care Act bronze standards.
