Creates Section 772.13, Florida Statutes, establishing a civil cause of action for persons injured by acts of terrorism or violations of law with increased penalties for facilitating or furthering terrorism.

Allows injured persons to recover treble (threefold) actual damages plus a minimum of $1,000 and reasonable attorney fees and court costs in trial and appellate courts.

Prohibits persons who participated in the same act or transaction that resulted in the terrorism from bringing claims under this section.

Entitles defendants to recover reasonable attorney fees and court costs if a claimant's claim is found to lack support in fact or law, with the court prohibited from considering the opposing party's ability to pay.

Becomes effective July 1, 2016.
