Creates the "Helen Gordon Davis Fair Pay Protection Act" to address gender-based pay disparities in Florida workplaces, effective July 1, 2016

Requires the Department of Economic Opportunity to collect and publish women's pay data, ensure state contractors comply with antidiscrimination requirements, and proactively investigate equal pay violations

Designates the Florida Commission on Human Relations as the primary enforcement agency for Equal Pay Act claims, with authority to adopt rules and issue guidance

Establishes the Governor's Recognition Award for Pay Equity in the Workplace, to be given annually to employers who have eliminated barriers to equal pay for women

Directs the Department of Economic Opportunity to conduct studies on eliminating pay disparities and provide information to employers, labor organizations, and the public on correcting wage gaps
