Creates three pilot projects to provide personal tracking devices for search-and-rescue of persons with special needs at risk of elopement: "Project Leo" in Alachua, Baker, Columbia, Hamilton, and Suwannee Counties; a Palm Beach County project; and a Hillsborough County project

Centers for Autism and Related Disabilities at University of Florida, Florida Atlantic University, and University of South Florida will develop selection criteria and administer their respective projects, with participants chosen on a first-come, first-served basis

Wearable devices will be provided to county sheriff's offices for distribution to participants, with the university centers funding monitoring costs; participation is voluntary and free of charge

Appropriates $100,000 in nonrecurring General Revenue funds to each of the three university centers for fiscal year 2016-2017 to purchase the devices

Requires preliminary reports by December 1, 2016 and final reports by December 15, 2017 to the Governor and Legislature; program expires June 30, 2018
