Prohibits any person from performing well stimulation treatments for oil and natural gas exploration or production in Florida, effective October 1, 2016.

Defines "well stimulation treatment" as any treatment designed to enhance oil and gas production or recovery by increasing formation permeability or fluid flow, including hydraulic fracturing, acid fracturing, and acid matrix stimulation.

Creates Section 377.2415 of Florida Statutes to establish the prohibition notwithstanding any other provision of law.

Cites concerns about hundreds of potentially carcinogenic chemicals, risks to public health and safety, freshwater consumption during water scarcity, greenhouse gas emissions, and harm to protected wildlife species.
