Creates a 9-member independent commission on legislative apportionment and congressional redistricting to assist the Legislature with decennial redistricting, with office located in Orange County

Commission membership includes 4 appointees from legislative leaders (Senate President, House Speaker, and minority leaders), plus 5 Governor appointees (1 Republican, 1 Democrat, and 3 minor party/no party affiliation members)

Members must be registered Florida electors, have resided in the state for at least 5 years, maintained their party affiliation for at least 5 years, and may not hold elected office while serving; members serve without compensation but receive per diem and travel reimbursement

Commission must conduct public hearings before and after drawing maps, maintain a website for public input, and transmit approved plans to the Legislature before January 1 of redistricting years (beginning 2022)

Unlawful outside influence on commission members or employees constitutes a third-degree felony; effective date July 1, 2016
